From labels that have multiple languages, it seems the name is natural sea weed. And yes, they can be picked in beaches for free.<br /><br />Another tip: fly fishing shops. They have things to make baits that are also very useful: natural or synthetic fur, feathers, etc. Sometimes they even have the sea weed one too.
